Let me pigeon hole myself. I am an ecogroovy Tibetan Buddhist. I would prefer to fly to work via my mind, but until I am skillful enough I would like to drive a good EV. As former Legislative Director of Californians Against Waste, I have seen public policy change the world and I have seen public policy spin its wheels in the energy arena. We could simply change the economic game by taxing vehicles based on the miles they travel and gasoline they consume. For vehicles that are consume less gas than the national fleet average then they would receive a subsidy (from the funds generated by the tax) rather than pay the tax. EVs would be subsidized until the price of oil was high enough for the market to work itself. When this idea was floated in CA it was called CAFE+.
