So Ryan, if the wind turbines on the car do not work, how about this. Put big tires in the back of the car and small tires on the front of the car, and then the car is always going down hill. Now there is a product that we can sell.

Chemistry 101 guys! An expanding gas feels cooler- it is cooler for the same volume- that is why A/C units, whether in your house or your car, have compressors- compresses the coolant, loses the excess heat, then expands it to cool the air blowing out of your vents. So- the Air car uses tanks to store compressed air- once that air is released to drve the Air motor, you could also use that air to cool the car (or perpaps to cool separated air to cool the car- but you get the idea!)
On a side note- this is why Geo-thermal heating-cooling is cheaper- don't need a compressor- it just pushes a liquid down a couple-of-hundred feet, leaves the heat in the cooler earth, comes back up, and cools the air running into your home- since it is more or less a constant tempurature down there, in the winter you pump the colder liquid down and it comes back up warmer to heat the home! (I know- probably more than you wanted to know, but the subject matter seems appropriate to folks who are concerned with energy as a whole;-)
Just some comments. As for long-term lithium supply. I have been reading that Na or sodium can replace lithium to make sodium iron phospate batteries that actually perform better that lithium iron phospate batteries.

1) It is not the battery companies. The problem is there are no new modern electric cars to buy. I would prefer a cheap sodium battery with a 40 mile range than a car that goes 200 miles with a very expensive battery. If you get 100,000 electric cars on the road. It would provide fuel to the battery companies to make better batteries. If battery companies have no one to sell to there will be little incentive to develop new batteries.
2) I rented a chevy cobalt (I wanted a prius). I have to say I was really impressed with the quality in the car. But who cares as a gas car is basically for trailer trash :).
3) As for government programs I think the government should put a $2 tax per gallon on (50%) fossil fuels. At the end of the year, everyone that files a tax return would be given a credit based on the amount collected say $1000.
I would also like to add a rebate possibly up to $50,000 a year to put 100,000 actual electric cars on the road. As long as there are cars on the road their will be demand for batteries. The government should pay for all the EV crash testing. If they mandate it they should pay for it.
This would be a fair tax. You are taxing all those that drive big cars that put demand on the oil, pollute the air, cause global warming. You also tax the oil companies for taking the oil out of the public lands. As I would finally like to get something for my oil stolen offshore and in Alaska.

I like the discussion on quite cars. First of all, I really love quiet cars. It is really a good thing that some car manufacturers modify some auto parts in order to build a silent/quiet cars.
