A Copper alloy is generally sprayed on to block EMF because it is lighter weight than lead. BTW, wouldn't the lead acid batteries themselves provide sufficient lead shielding.

Martin Eberhard and Marc Tarpenning are the original founders/engineers behind Tesla Motors. Elon Musk only invested into the company. I understand he had 51 % stake in Tesla early on. ANYWAY, great idea. Get Martin Eberhard on the Evcast! Please. Martin is now involved somewhat with Mission Motors. Now thats a genuine electric bike. Come on though, $50 - $60 k. Unreal.

Bo maybe you could manufacture a controversy to attract petitioners.

Like Maybe insisting that NiMH batteries be commerially available for plugin EVs. Or petition to require all EVs to have cup holders.
