Can you clarify the technical details of the poulsen hybrid system? Will adding the poulsen hybrid system allow the customer to run on only electricity for 20-40 miles without using any gas? Or will it only run on electricity under a limited miles per hour? Certainly a great idea if it allows a car to run completely on electricity for a while..

The Poulsen system is not powerful enough to completely power the car.  It is meant as an assist that will be most effective at high speeds.  Your engine will still always be on, and still spurting out CO2 - but less of it.

FYI Diamler dumped Chrysler in May 2007.

Chrysler has suffered a series of setbacks in recent years, culminating in DaimlerChrysler's agreement to sell the unit to Cerberus Capital Management in May 2007 for US$6 billion.
